Lichen, and sediment layers at different angles.   The lower layers were formed during the Mezoneothonic, when those big cliffs were forming.   The upper layers, at the different angle, were deposited during the earth tilting on its axis.   Judging by the angle, I'd guess they were formed when the earth was not quite half-way through that 90 degree tilt, wouldn't you?
